I am interested in converting my 1993 Honda Accord into an electric car. I've been searching online for a kit and don't know which one is best. I want it to use ultra-capacitor/battery technology. I am seriously wanting to end our countries dependence of oil.

Most kits use the cheapest methods and parts to keep costs down. I'm not saying that they have low quality, but of the alternatives they will tend to the least expensive one.
You are looking to do a higher end conversion and I don't know of anybody is supplying full kits. The Honda this guy http://www.metricmind.com/ac_honda/main.htm did is a high end demonstration. The controller he used is no longer available. He had to engineer the entire thing along the way. The only thing that was prepackaged was the controller and the motor because they have to be precisely matched to get the full specified power output.
